Why choose Bill Foster for your web requirements or legacy development?
My programming and design skills enable me to realize your business application and/or web needs.

My 35 years of legacy mainframe COBOL development background includes housing and mortgage insurance applications; and my 8 years of web development includes small businesses, performing artists, and associations. My employers and clients have included the Department of Housing and Urban Development, Advance Technology Systems, ECS-Federal, Pam Foster Copywriting, Five of a Kind Bluegrass Band, Southwest Florida Bluegrass Association, The DC Bluegrass Union and others.

Who Am I? I have been in programming and applications analysis since I first went to work for the Naval Oceanographic Office in 1969. I worked for HUD from 1977 to 1985, then worked as a contractor/subcontractor to HUD until recently. I enjoy the challenge of taking requirements and developing them into usable applications software. Since 2000, I have been developing web sites as a side line and have gained the satisfaction of my clients. I am also an experienced teleworker.

I have had an interest in Bluegrass Music since the early 1970's and I play the mandolin and guitar. I have been a member of a number of bands including Florida's Swinging Bridge, and Strasburg, Virginia's Five of a Kind. I also a professional member of the International Bluegrass Music Association (IBMA) and a 2004 graduate of their Leadership Bluegrass program. Additionally I am a producer/host of an internet radio program, Foster's Corner, broadcast WAMU Washington's Bluegrass Country. I am also on the Board of Directors of the Strasburg Chamber of Commerce and the Strasburg Heritage Association.
